About Us
Our team is composed of experienced General Contractors and Registered Professional Engineers, bringing real-world construction and engineering expertise to every permit submission.
We are fully licensed and insured, and we approach permitting with the same rigor as the build itself.

Our role is to guide each project through the permitting process efficiently and correctly, minimizing delays, avoiding rework, and helping permits move forward as quickly and cost-effectively as possible.
Todd Ongaro is the founder of Spectacle Building Permits & GC Services, where he brings hands-on construction experience and deep regulatory knowledge to the often-complex world of Massachusetts permitting.
Todd is passionate about building, construction, and real estate, and is highly experienced in navigating the challenging landscape of Massachusetts building regulations. His practical, detail-driven approach ensures permit applications are prepared accurately, scoped correctly, and positioned for efficient approval.
Todd is a Massachusetts-licensed General Contractor (CSL Unrestricted) and an active home builder and real estate developer with Luna Luxury Development in Needham. His work in development gives him a firsthand understanding of how permitting decisions directly effect project timelines, budgets, and execution in the field.
Prior to focusing on real estate and construction, Todd founded and operated an academic tutoring business, Club Z Tutoring of Winchester, and held multiple roles in corporate finance and corporate store operations at The TJX Companies, the parent company of TJ Maxx, Marshalls, and HomeGoods. Earlier in his career, he also worked in food service, information technology, and his family’s decorative fine art business, Katherine Houston Porcelain.
Todd holds an MBA/MS from the University of Michigan and a BA from Middlebury College. He lives in Winthrop, MA, and enjoys boating, fishing, skiing, music, time with his family—and, perhaps most of all, knowing the code…the building code, that is!
